Personally I think you'd have to go with a seemingly unbreakable record. But most wins or most hits could concevably be broken because you just need longevity (okay wins is probably unbreakable, but Cy Young just pitched like every other day).
I've got to go with DiMaggio's 56-game hitting streak. The closest anyone has come is I believe Rose's 44-gamer.

Lou Gehrig with 23. He hit his last one in 1938, so the record has been standing for 70 years now. That's overdue to fall.

The question is with respect to parks, not cities. So for instance, if a pitcher got a W in Candlestick Park and also one in AT&T Park, that would increase the total by 2. I'm guessing it might be good to start with Nolan Ryan, since he played many seasons in each league, but someone more recent, who has pitched before during and after all the construction of the new parks in the last 15 years, might be the record holder.
